Every year for the last 14 years, the EPFPA has hosted a full quinceanera party for the kids under their care, ages 14-18. This year, the party include 40 kids from area foster homes, the Lee Moore Home, CPS and other institutions.

This little girl has an interesting story, that I won't be sharing hear because it's not as important as how she looks, as how she feels at this moment.
This shot was taken at the Tri-State Beauty College campus that donate their services for all 40 kids.
