These are just a portion of the 16 official quinceaneras (plus another 16 boys) who participated in the EPFPA's annual quinceanera celebration for all their kids ages 14-18 who either are, or were, in the foster care system in EP. The party is sponsored by various local businesses, elected officials and private citizens. All of these kiddos have official permission to be shown to the public.
